Fractional CMO, agency or permanent hire: which does your scale-up need?

Three ways to buy marketing leadership. They are not interchangeable, and the wrong choice costs you a year.

Every growing business reaches the point where marketing needs a leader rather than a doer. The instinct is to post a job ad for a marketing director. Sometimes that is right. Often it is the most expensive way to answer a question you have not finished asking.

Here is how the three options actually compare on the things a board cares about: cost, speed to impact, risk, and what happens when it does not work.

The permanent hire

A full-time marketing director or CMO gives you continuity, cultural depth and someone who is genuinely inside the business. If your marketing function is already sizeable, the strategy is settled, and the job is to run and scale it, hire.

The costs are real though. A UK marketing director package with recruitment fee, employer costs and ramp-up rarely lands under £150,000 in year one. Time from decision to productive is typically six months. And if the fit is wrong, you find out at month five and lose another quarter unwinding it.

The agency

Agencies are execution engines. Give a good one a clear brief and they will out-produce anything you can build in-house, faster and with more craft.

What an agency will not do is decide what your business should be selling, to whom, at what price. If your brief is vague, the output will be activity rather than progress — and you will conclude, wrongly, that the channel does not work.

The fractional CMO

A fractional CMO buys you seniority without the permanent commitment: an experienced marketing leader for one to three days a week, accountable for strategy, team and commercial outcome.

It fits the awkward middle stage — you need someone who can look a board in the eye and defend a plan, but marketing is not yet big enough to justify a six-figure permanent leader. Typical UK cost is £4,000 to £12,000 a month, and impact usually starts inside the first quarter because there is no ramp-up on seniority.

The honest limitation: a fractional leader is not there every day. If your business needs constant in-person presence to make decisions, this will frustrate you.

A simple decision rule

If you know exactly what needs doing and just need it done well, hire an agency. If marketing is a mature function that needs steady leadership, hire permanently. If you are not yet certain what the plan should be, and the board is asking for evidence before it funds a permanent hire, go fractional first.

The sequence that works most often for scale-ups: fractional CMO builds the plan and proves the model, agency executes the volume, permanent hire arrives to run a machine that already works.


The question is not which option is best. It is which one matches the maturity of your marketing function today — and which one gets you to evidence fastest.
